April, 2026 – The League of American Bicyclists, National Bicycle Dealers Association (NBDA), and PeopleForBikes have formalized an ongoing collaboration to align their efforts around regulatory challenges impacting the rapidly evolving e-bike market.
As state-level legislation continues to emerge across the U.S., the three organizations are working more closely together to ensure clear and consistent messaging on key issues, including rider safety, electric bicycle definitions and access, and e-moto legislation.
The groups are now meeting monthly to stay closely coordinated on policy developments, share insights, and align advocacy strategies. This unified approach will better represent the interests of the industry, including specialty bicycle retailers, while helping policymakers make informed decisions that support safe, accessible, and sustainable cycling.

From a long-standing advocacy perspective, Bill Nesper, executive director of the League of American Bicyclists, highlighted the value of collaboration in advancing shared goals. "The League has a deep history of advocating for the rights of bicyclists and better biking at every level of government. The adoption of e-bikes is an important step in the history of bicycling and has raised questions among bicyclists, advocacy organizations, and the public. Partnering more intentionally with NBDA and PeopleForBikes allows us to build on that foundation and bring a broader, more unified voice to the table. This collaboration enhances our ability to protect and promote the role of bicycles, and e-bikes, in communities nationwide."
Jenn Dice, president and CEO of PeopleForBikes, emphasized the importance of collaborative leadership at a critical time for the industry. "PeopleForBikes works to advance model e-bike and e-moto legislation that promotes consistent best practices across states and ensures policies reflect today's market realities. By working more closely with NBDA and the League, we're expanding our reach and helping ensure that policies at all levels of government support electric bicycles and protect the e-bike market."
In addition to regulatory alignment, the partnership is focused on identifying emerging trends, addressing misconceptions around e-bike use, and supporting retailers with clear, actionable information they can share with their customers and communities. For example, PeopleForBikes worked with the League to create EBike Smart to educate consumers and riders about electric bicycles and safe riding practices. LAB, NBDA, and PeopleForBikes recently aligned efforts to address restrictive e-bike legislation in New Jersey and New Hampshire, engaging industry stakeholders, retailers, bicyclists, and advocates.
By combining resources and expertise, the three organizations aim to support a proactive, strategic approach to legislation, regulation, and safety to ensure that evolving policies support continuing innovation while maintaining the regulatory status of electric bicycles as bicycles.
